City Attorney’s Office

The mission of the City Attorney’s Office is to provide and/or facilitate sound legal counsel, advice and litigation support to the Baker Mayor, Baker City Council and all Baker Departments Heads and Agencies. The Baker City Attorney serves as the Head of the Baker Legal Department and as supervisor of all Legal Department personnel.  The City Attorney serves under the administration of the Honorable Darnell Waites, Mayor of Baker, Louisiana.

Janna Denay Rogers serves as Ad-Hoc Prosecutor within the Office of the City Attorney for the City of Baker, where she plays a key role in enforcing municipal law, safeguarding public interests, and supporting the city’s legal operations. Her work includes prosecuting violations of city ordinances, preparing cases for trial, reviewing evidence, and collaborating closely with law enforcement and city officials to ensure fair and lawful outcomes.

As part of the City Attorney’s Office, Ms. Rogers contributes to a wide range of legal functions beyond prosecution. She assists in drafting and interpreting municipal ordinances, advises departments on regulatory compliance, and helps manage legal risk across city operations. Her role is essential to maintaining the integrity of Baker’s legal framework and ensuring that city governance aligns with both state law and community standards.

Admitted to the Louisiana State Bar in 2021, Ms. Rogers brings a strong foundation in legal research, courtroom advocacy, and public service. She is listed in professional legal directories including Martindale.com and Lawyers.com, and continues to build her career in municipal law with a focus on ethical prosecution, civic engagement, and responsive legal counsel.

Pre-Trial Diversion Program

Pre-Trial Diversion

The Pre-Trial Diversion Program is an opportunity for first time, non- violent offenders to have their charges resolved after completing required conditions set forth by the City Prosecutor. Such conditions are based on the charge(s) received or the nature of the charge(s). This program also requires certain fees to be paid and other requirements met before the charges can be resolved.

How do I determine if I am eligible for the Program, and if so, am I allowed to appear prior to my court date to enter?

Eligibility of the program can be determined by calling 225-778-1717 and speaking with a Pre-Trial Coordinator or by requesting to speak with a City Prosecutor. Please call no later than 3 weeks prior to the court date given on your summons. Once it has been determined that you are eligible to enroll in the program, you may appear prior to your arraignment date to enroll.

Do I have to plead guilty to take part in the Pre-Trial Diversion Program?

No. The purpose of this program is to keep the violation off your record prior to Trial or any plea. If you successfully complete the requirements, it will be dismissed without any plea.

The terms and conditions of the Diversion Program are usually specific to each case and may involve a combination of the following:

            • Payment of restitution, fines, court costs, and/or other fees
            • Completion of community service
            • Drug/alcohol counseling
            • Participation in educational or vocational classes
