Mary Sue Stages, CPA – Finance Director
Welcome to the City of Baker’s Finance Department—a cornerstone of accountability, transparency, and responsible stewardship. Whether you’re a resident, business owner, or partner in public service, we’re here to ensure that Baker’s financial operations are managed with precision, integrity, and care.
As Finance Director, I’m honored to serve a city that holds deep personal significance. After earning my Bachelor of Science in Accounting from Louisiana State University, I spent several years in both the private and federal sectors before joining my father’s public accounting practice right here in Baker. That experience—especially working closely with governmental and nonprofit organizations—shaped my understanding of public finance and deepened my commitment to serving the community.
My family has a long and rich history with the City of Baker, and that legacy makes my role especially meaningful. Providing accounting and management services to the city isn’t just a professional responsibility—it’s a continuation of our shared dedication to Baker’s growth, resilience, and civic excellence.
What We Do
The Finance Department is responsible for safeguarding the City’s financial health and ensuring that all fiscal operations are conducted in accordance with applicable laws, policies, and best practices. Our work supports every department and touches every aspect of city life—from infrastructure and public safety to parks and community programs.
Core Functions
In accordance with the City Charter (Article IV, Sec. 4-10 & 4-12), our responsibilities include:
• Collecting taxes, license and permit fees, and other city revenues
• Procuring goods, services, and property for municipal use
• Maintaining perpetual inventories and managing city assets
• Supervising all accounts and funds—operating, capital, trust, and retirement
• Administering the city’s operating and capital budgets
• Preparing and issuing checks and disbursements
• Providing fiscal reports and guidance to the Mayor and City Council
• Maintaining the city treasury and overseeing investment programs
• Negotiating agreements with depository banks (with Council approval)
• Managing contracts involving city funds or capital assets
We also ensure that transactions are recorded promptly, assets are properly insured and safeguarded, and financial statements are prepared in accordance with Generally Accepted Accounting Principles (GAAP) and standards set by the Governmental Accounting Standards Board (GASB).
Our Commitment
The Finance Department is committed to promoting transparency, efficiency, and accountability in every financial decision. We strive to maintain the integrity of Baker’s financial data, support informed policymaking, and ensure that public resources are used wisely and effectively.
Thank you for trusting us to serve the City of Baker. We look forward to continuing our work with professionalism, purpose, and pride.
