As Director of Public Works, I’m proud to lead a department committed to service, reliability, and continuous improvement. Our mission is to maintain and enhance the city’s physical assets—from roads and drainage systems to public buildings and sanitation services—while responding quickly to the needs of our residents.
With over two decades of experience in municipal operations and field management, I bring a hands-on approach to leadership. I believe in proactive maintenance, clear communication, and empowering our crews to take pride in their work. Every pothole filled, ditch cleared, and streetlight repaired is a reflection of our commitment to the people of Baker.

Calvin Jyles – Superintendent of Public Works
Calvin Jyles – Superintendent of Public Works
With decades of field experience and a deep understanding of Baker’s infrastructure, Calvin Jyles serves as the backbone of the city’s day-to-day public works operations. As Superintendent, he leads crews responsible for maintaining the physical integrity and appearance of Baker’s public spaces—ensuring that essential services are delivered with consistency, safety, and care.
Mr. Jyles supervises employees who repair potholes, install and maintain street signage, clean drainage channels, and flush culverts to prevent flooding. His oversight extends to vegetation management across city-owned properties, including grass cutting along roadway shoulders, medians, ditches, and municipal grounds. These efforts not only enhance curb appeal but also support stormwater flow and public safety.
His commitment to operational excellence and team mentorship has helped build a workforce that takes pride in its service to the community. Under Mr. Jyles’ guidance, Baker’s Public Works crews remain responsive, reliable, and rooted in the values of hard work and civic responsibility.

Tracy Williams -Supervisor of Utilities
Tracy Williams plays a critical role in maintaining the integrity and reliability of Baker’s essential utility services. As Supervisor of Utilities, she oversees the daily operation and maintenance of the city’s gas, sewer, and water systems—ensuring that residents receive safe, consistent, and compliant service across all sectors.
Her responsibilities span the full scope of municipal utility infrastructure, including wells, pumps, and main distribution lines. Ms. Williams leads a skilled team that responds to a wide range of service issues such as low water pressure, gas leaks, sewer drainage concerns, outages, and odor complaints. Her crews also perform routine flushing of water lines and targeted interventions to resolve complex utility disruptions.
Ms. Williams brings more than just expertise—she brings heart. Her leadership fosters a culture of accountability and care, ensuring that every utility-related task is handled with urgency, professionalism, and respect for the residents of Baker. Whether addressing a neighborhood outage or overseeing long-term system improvements, she remains focused on delivering dependable service and building trust throughout the community.
